Australian Flag - 80% youth support



In a devastating blow to the republican push for shredding the flag, the latest research from the established respected pollster, the Morgan poll, reveals there is overwhelming support among all age groups for keeping the Australian Flag.

Taken just after the ANZAC Day debate, it revealed that support among the youngest age group, 14 to 17, support is at 80%, with 7% undecided.
The attack on the Australian Flag on ANZAC day outraged many Australians.

According to the Morgan Poll, support for the Australian Flag across all ages is at 69%, with 5% undecided.

...support for new flag inflated...

But in the Great Flag Debate broadcast across the Channel 9 national network on 30 January, the prominent republican campaigner against the Flag, Peter FitzSimons claimed that about 50% of Australians want to change the flag
No age group and neither sex comes even close to 50% support for shredding the Australian Flag. The claim is about double that in the Morgan poll. And support seems to be trending down.

According to Gary Morgan of Morgan Polls:

“The latest Morgan Poll on the Australian Flag shows a clear majority of Australians (66%, up 22% since February 1998) want to retain the current Australian Flag and an even stronger majority (69%, up 16%) want to retain the Union Jack as part of the Australian Flag.

“Despite recent unwarranted calls for a new Australian Flag, the Morgan Poll shows that the clear preference of Australians is to stick with the current design that was first flown on September 3, 1901 in Melbourne over the Australian Parliament and has so well represented our nation for over 100 years since.”

...Australia Day stunts....


We have come to expect republican stunts on Australia Day but for the first time last year they even chose to defile ANZAC Day.

In a democracy the republicans are of course entitled to campaign against the Australian Flag and the Australian Constitution, butthere is a time and a place, and a proper process.It is wrong to try to divide the nation on Australia Day and ANZAC Day.

Further they should go away and come back with their preferred alternative- not a collection of beach towels – and put it to the powers that be.

The Keating government planned to impose a new flag on the nation before the Centenary of Federation. But then the Flag Act was amended to require the question be decided not by the politicians but by the people.

Although the republican flag changers were outraged that the question should be decided democratically – which tells you a lot about the republican model they have up their sleeves - few politicians would dare try to circumvent that.

An opinion column from the national convenor

Constitutional Monarchist newspaper now available



The January 2011 issue of ACM's newspaper, Australian Constitutional Monarchy, has recently gone out to all ACM financial supporters.
Australian Constitutional Monarchy is probably the oldest newspaper - or newsletter - in the country dedicated to the advancement of our constitutional monarchy.
Indeed, at the time of writing, there is no other monarchist newspaper printed and published in Australia.


This issue is filled with reports and pictures, especially on Prince William's visit, including the way it was covered by ACM.
There are also reports on our education project – which is also the subject of a perceptive editorial by our executive director Thomas Flynn, the tenth anniversary of the referendum, our 11th National Conference, The Royal Engagement, the truth about royal finances, how the High Court resolved the Head of State debate, Tony Abbott `s delivery of the 2010 Neville Bonner Oration and an ACM photo gallery.
The next issue will be the first incorporating our other journal, The Australian Constitutional Defender.

I would like to tell you a story about two real people, Bob and Miranda. Bob has announced on more than one occasion that he is strongly opposed to Australia having an elected President. He attended the constitutional convention in 1998 and worked assiduously to promote the Yes case at the republic referendum in 1999. Miranda, on the other hand, is very much in favour of an elected president and promoted that cause at the convention in 1998. Organisations like the ARM would have Australians believe that Bob and Miranda somehow belong together. They say that Bob and Miranda belong together in a group separate from constitutional monarchists. The ARM calls these people “republicans”. They say most Australians want “a republic” and that we should not split hairs about a model. It is easy to see why the ARM does this. They want to get as many people as possible on their side in the hope that they can cajole them at some point in the future into supporting some-any-non-monarchical system which they will benevolently label “a republic”. But the ARM’s convenience is no reason for the rest of us to go along with their strategy. There is not a hope that Bob and Miranda (or any fellow anti-monarchists) will ever agree on how to select a president. They share only one thing: they reject the Australian crown. In other words being a republican – so far as the ARM is concerned – is only about not being something. All they can say is “no Queen!”. They cannot agree how to replace her.



...the Australian Crown....



The Australian crown, worn for more than fifty years by Queen Elizabeth II, has delivered 110 years of peaceful government since federation. The Commonwealth of Australia was born with the twentieth century - an era marked by horrendous tyrannies which often emerged from benign republican systems of government. But while the people of other countries looked with apprehension at their cleverly balanced republican constitutions being supplanted by more sinister regimes, Australians lived and prospered under a system that you could not invent but we were lucky enough to inherit. This system – the Australian constitutional monarchy – is the system people like Bob and Miranda are united in wanting to see abolished. But they cannot agree what should replace it.



...a republic....



They call the system they would put in its place “a republic”, as though the word must always and everywhere exclude monarchy. At the time of federation Cardinal Moran, the Archbishop of Sydney, described the new Commonwealth of Australia as having “the most perfect form of republican government”. There have been a couple of Senators in recent times who were under the impression that Canada had done away with its monarchy. Cardinal Moran was not making that mistake about his own country, and nor is Michael Kirby, formerly a judge of the High Court, nor is John Howard. Yet Michael Kirby – who drafted ACM’s Charter – describes Australia as “a crowned republic” and John Howard, Prime Minister of Australia for eleven years, does the same. This is not to announce a change in ACM’s vocabulary. We still describe our opponents as republicans. But let us always remember that the word republic does not just mean a non-monarchical system. It also means any constitutionally ordered system of government. “Crowned republic” is just another way of saying “constitutional monarchy”. That is why Cardinal Moran, Michael Kirby and John Howard speak as they do.




...education project....



It gives us great pride and pleasure in this issue of the newsletter to announce to all ACM’s supporters our new educational project.

We thought for a long time about the name to give this project. At the simplest level we wanted it to be easily found by students and teachers looking for information. It was clear that civics pupils are being told to research “the Australian republic debate”. They therefore look up the word “republic” on the Web. They do not look for words like “crown” or “constitutional monarchy”. We tried different terms and then somebody suggested Crowned Republic. It was like a light going on.



...Crowned Republic...

Crowned Republic: both the fact of our ordered and lawful government and the way it is supervened and guaranteed by the crown. Crowned Republic: the noble art of politics where it matters but controlled by a system of leadership beyond politics. Crowned Republic: a system of government which is tried and tested by experience and protected by the authority of an hereditary crown, an authority that cannot be explained by the clever (and therefore elites hate it), but that commands 1000 years or more of accumulated respect.

Britain and the Commonwealth:

And beware our negligent republicans


In the months preceding the Commonwealth Head of Government meeting in Perth in October, when Her Majesty The Queen will be in the city as Head of the Commonwealth, it is timely for the UK government and Parliament to reconsider their commitment to the EU and to the Commonwealth.

In the meantime Australians have to beware of our republicans but not because of their present proposals- they have none- but because of their lamentable negligence when they actually make them.

The British Prime Minister, David Cameron has been presented with a Franco- German plan for a federal Europe, according to Anatole Kaletsky, in The Times, republished in The Australian (12/2)

He says this is not so much an attempt to solve the euro crisis. It is rather an effort to exploit it to advance the euro federalist agenda that has been stalled for years.

Both major British political parties had promised that the EU Constitution would not be approved without a referendum. Renamed the Treaty of Lisbon, what was essentially the EU Constitution was put to the parliament by the Blair government without a referendum.

The Cameron government has no intention of revisiting the Treaty and submitting it to the people.

The reason is simple. Politicians on both sides fear the British people would reject it.

However, a current EU Bill will attach a referendum "lock" to any further transfers of sovereignty to Brussels. It is difficult to see how this could bind a government determined to surrender more powers to the EU.




...the reality...



Anatole Kaletsky warns that the non-euro countries, especially Britain, have to face up to the reality of a multispeed Europe, with a fully integrated several core, and a much looser coalition of trading partners on the outside.

He says this vision of a looser Europe has much to commend it, but it is one that successive British governments have struggled for decades to avoid.

He says it is now a fact of life. Better then, that the British government look to the Commonwealth and the Anglosphere for the true place of Britain in the world, one which the British people fully appreciate even if the political elites do not.




...Europe, the Commonwealth and negligent Australian republicans... (Continued below)



Had British politicians over the last few decades relied on the benefits of the Commonwealth instead of entering the EU, the British public would be vastly better off, and Commonwealth links maintained.

Former British politicians misled the nation in claiming that Britain would be rewarded by being put "in the cockpit", leading Europe in the modern world.

But in fact for years the EU continued to be dominated by the Franco –German axis. The British were relegated to being the biggest paymaster after the Germans.



...burden of EU membership..




A comparison with Norway shows how well off the British people would be today had they not been mislead by their politicians. Britain could have concentrated her interests and resources where they are appreciated, the Commonwealth. She could have continued to enjoy the benefits of free trade, about which EU politicians endlessly talk, but do not apply.
The Commonwealth could have supplied Britain's food needs at a fraction of the cost paid over the years by the British consumer. The politicians were driven by self interest, the desire to be more important internationally.

The British public learned during the last Parliament how truly self interested some of their politicians can be.

Incidentally, what does it cost the UK to belong to the European Union? As you can imagine, the answer to this is disputed. The Bruges Group estimated that in 2007 this was £52.4 billion, about A$90 billion, each year.

Whatever the amount, there are three undeniable truths about it. It is enormous, it could be better spent and it is a complete waste of money. The UK could have the same trade and investment access to the EU as Norway has under a free trade agreement, without giving up its sovereignty to the Brussels clique.



....cockpit of Europe...

The "advantages" of belonging to the EU include unlimited immigration from Europe, European decisions on how to spend euromoney in the UK, and above all the argument so beloved by British politicians from Ted Heath onwards. This is that being in the EU puts the UK in the cockpit of Europe. This is not so.


The cockpit has always been fully and amply filled by the French and Germans co-pilots, and the door to this cockpit has always been well and truly locked against anyone else. The wealth of the British serves only as economic fodder for the EU.



...politicians turn their backs on the Commonwealth...




Apart from their abject europhilia, it is a mark of too many British politicians today that they do not appreciate the great role that the Commonwealth has and could play.

The total budget of the Commonwealth is £50 million (note, that is millions not billions).
That did not stop the former Foreign Secretary David Miliband warning in 2009 that continuing political and financial support could no longer be taken for granted.

Why? The Commonwealth is not one of those "strong, effective international institutions … with formal power" - like the EU of which he was so beloved.

In fact the EU is precisely the sort of model which other regions ought to avoid if they wish to achieve real progress.

Common currencies and "ever-closer" bureaucratic unions are recipes for trade distortion, stagnation and corruption. And the British people have never shown any interest in this.




...the British people express their preference.....




The British people are closest to the people of the Anglosphere- the Commonwealth and the USA -rather than to the alien bureaucracy which is the EU.

Just one example demonstrates how far the views of Britain's euro elites are from those of the rank and file. In 1995 in the Turbot War the Canadians arrested a Spanish ship illegally fishing just outside of the Canadian Exclusive Economic Zone.

Spain was supported by the EU, including the German Navy. The UK and Ireland supported Canada. And to show their support, British fishing boats took to flying Canadian flags.

Canada, after all, had in living memory stood by Britain in her darkest hour. The British fishermen also believed the Spanish fishing fleet regularly breached quotas in British waters.

The dispute escalated when a Cornish fishing boat flying the Canadian flag was arrested by the French customs. They thought it was a Canadian ship fishing illegally in French waters.

Overnight, Canadian flags were flown from a large number of British and Irish vessels, the rest of the EU supporting France and Spain.

The disputes were eventually resolved diplomatically, but you can see what the rank and file thought.




...closer culturally...



The point is that culturally the British are closer to the Commonwealth and the US than they are to their neighbours. Becoming like Norway, and as Britain once was - proud and independent - would save billions, surely an important consideration in its current financial situation.

No longer weighed down by the burden of a sclerotic European bureaucracy, those free and open links in the Commonwealth, and the Anglosphere would grow without any artificial inhibitions. ( The Anglosphere is the Commonwealth and such countries as the USA, Ireland, Israel and Jordan)

The new British government has a golden opportunity to put Britain onto a more exciting and stimulating path, linked to her old friends, forging exciting relationships with new economic powerhouses such as India and moving closer to the world's single superpower, the United States.

With her cultural links, language, economic power, defence role, law and history, Britain could play a key role in enlivening the Commonwealth and the Anglosphere as a free association between similar countries. And think of the money they would save.




...New direction....




It was refreshing then to hear in January of the current Foreign Secretary William Hague's plans to return the Commonwealth to the forefront of the debate on global issues.

But the local republican movement has quite gratuitously slammed the Commonwealth of Nations as a "diminished organisation", one unlikely to be anything other than a "second order player".

Responding to the British Foreign and Commonwealth Secretary William Hague's plans to return the Commonwealth to the forefront of the debate on global issues, republican spokesman Professor John Warhurst said the Commonwealth had been overtaken by the emphasis on bilateral relations and much newer, more relevant economic and security groupings." (John Kerin, The Australian Financial Review, 21 January, 2011)




...Commonwealth important...




When I was asked my views I said: "Without British leadership, any attempt to reinvigorate the Commonwealth would be every difficult...though no doubt it would be stronger if Britain had not joined the European Union."

I told the newspaper that in many respects the Commonwealth performed at a higher level than other international organisations, and without the cost associated with them "

" The Commonwealth maintains it standards. Take for example the case of Zimbabwe, which was suspended from the Commonwealth and then withdrew. Zimbabwe, notwithstanding the appalling record of the government remains a full member of the United Nations.

"States with highly dubious human rights records can not only remain members; there are too may instances where they are actually appointed to bodies charged with investigating human rights violations."

Countries are lining up to join the Commonwealth. It would be a mistake to think of the Commonwealth just in terms of CHOGM and the Commonwealth Games only, important as they are.

The Commonwealth is a continuing network of like minded countries with a common language, legal system, traditions and values.

In 1999 the republicans demonstrated their ignorance of Commonwealth requirements in the event of the fundamental constitutional change they proposed being successful.
Notwithstanding their negligence then, they have not bothered to try to understand what an important organisation is it and the great potential it has for Australia.

It is to be hoped that when they finally work out what they want, they will be more careful next time.

The Queen - Her 85th Birthday



Her Majesty The Queen was born 85 years ago. In wishing Her Majesty Happy Birthday, Australians are grateful for the impeccable service Her Majesty has rendered to the nation and to the Commonwealth.
This year ACM's celebrations will be associated with the Royal Wedding celebrations next week, and will then continue to the official birthday celebrations.
In the meantime Australia Post is commemorating the 85th birthday with the release of a stamp issue that uses two official portraits by Australian artists in the design.
"This royal milestone is being commemorated with two stamps featuring a personal view of Her Majesty through the eyes of two Australian artists. Following a long tradition of producing Queen's birthday stamps since 1980, we trust this stamp issue will be popular with collectors and the public alike," said Australia Post Managing Director and CEO, Ahmed Fahour.

Postal Voting: Political Control

The former West Australian MP and Vice President of the Australian Democrats, Dr. Norman Kelly will address a meeting of the HS Chapman Society on the subject, "The Political Control of Postal Voting".

This will be held on Sunday 15 May 15, 2011 from 12 -3 pm at the Curve Room of the Vibe Hotel Corner Goulburn St. & Elizabeth St. City.

Royal Wedding - Ninety per cent interested

Almost 9 in 10 Australians will follow the Royal wedding to some extent, and 79% plan on watching it live, according to an online survey of more than 700 people by internet security provider Norton by Symantec, reports Cathy Morris in MX News on 18 April 2011.
By comparison about 60% of Americans are interested.

Royal Wedding - Prime Minister and Leader of the Opposition join in congratulating the Royal Couple

In a gracious tribute to prince William and Catherine, Duke and Duchess of Cambridge, the Prime Minister the hon. Julia Gillard declared to the House of Representatives ( 10 May 2011)

“On indulgence, and on a far happier topic, on behalf of all Australians, I rise to place on record the best wishes and congratulations of the Australian parliament and the Australia people on the marriage of Prince William and Catherine Middleton, now the Duke and Duchess of Cambridge.

“ Along with the Governor-General and Mr Bryce, Tim and I were honoured to represent Australia at Westminster Abbey.

"We wish the Duke and Duchess all the best in the busy and demanding years that lie ahead. Theirs is a great time of renewal for the family and for Great Britain, and none of us would wish it any other way.

“For those of us who have a different view about Australia's constitutional future, it highlights the fact that our debate should not be centred on individual qualities but on issues of principle debated in an atmosphere of civility and reason.

“If Australia ever chooses a different path, it should be at the right time for the right reasons.

The Cane Toad Republic

On the amusing and enlightening announcement by Graham Lloyd in The Australian (14/5) of the national release on 2 June, 2011 of the film, by Mark Lewis, Cane Toads: The Conquest 3D, I was reminded of the 1999 book , The Cane Toad Republic.

This was one of the two principal books ACM launched for the 1999 referendum campaign, also using several other books published in the lead –up to the referendum.

ut why was the name of this ghastly creature, the cane toad, used?

The comment on the back cover explains this:

Republicans do not claim that they will improve the constitution. Nor can they point to any real problem with the Queen, the Governor-General or the Governors.

In the 1930s, the nation did have a problem. Our sugar cane crop was being destroyed by the Greyback Beetle. The Queensland authorities decided to release a sackload of the Hawaiian Bufo Marinus into the canefields. They would deal with the Greyback Beetle.

The solution was not well thought out. It was worse than the problem.

For the Bufo Marinus liked Queensland. It ate everything except the Greyback Beetle. Why? The Greyback Beetle can fly. And Bufo can't.

This was the beginning of the Queensland cane toad disaster.

Today, we don't even have a problem. Yet, we are told we must amend the one part of the Constitution which works, and works well.


Like the agenda for some vague undefined politicians' republic, the cane toad is still here.

Royal honeymoon called off because of so-called scoop: bizarre republican claim

With this ridiculous and embarrassing claim, the Australian Republican Movement has demonstrated it has well and truly lost the plot.

They dreamt up a story that The Queen had ordered Julia Gillard to bring on a republic to be announced at CHOGM in Perth. Then they say that because of this "scoop", Prince William called off the Australian honeymoon he and Catherine had never planned.

The ARM today is certainly not the one led by Malcolm Turnbull, who was close to Paul Keating, had a business like relationship with John Howard and was widely respected in political and media circles.

The ARM today is isolated. It does not share theestablishment position of not proceeding to a republic during the present reign.

The establishment republicans both in the parliament and in the media now have little to do with the ARM leadership.

It is not only that the movement is weaker and marginalised. To put it mildly, their behaviour is increasingly bizarre.

Prince William, Catherine coming to Australia and New Zealand

Sources from the Australian and New Zealand governments have confirmed that the newly married Duke and Duchess of Cambridge will pay a royal visit to Australia and New Zealand early next year. An official announcement is expected after the couple returns from their visit to Canada next month, reports Daryl Bruce from Toronto.
Australian Prime Minister Julia Gillard and New Zealand Prime Minister John Key both offered invitations to the royal couple to visit their respective countries.
The visits are planned to coincide with the Diamond Jubilee celebrations next year, which will mark 60 years of The Queen's reign.

Prince William, Catherine Canadian Royal Tour

Prime Minister Stephen Harper has released the travel itinerary for the upcoming Royal Tour of Prince William and Catherine, which will see them visit seven cities across the country.The royal couple will touch down in Ottawa on June 30 and remain there for Canada Day.

From there they are scheduled to visit:
• Montreal on July 2;

• Quebec City on July 3;

• Charlottetown, Prince Edward Island, from July 3 to July 4;

• Summerside, P.E.I. on July 4;

• Yellowknife, Northwest Territories, from July 4 to July 6; and

• Calgary from July 6 to July 8.
“Canadians hold The Duke and Duchess of Cambridge in very high esteem and look forward to welcoming them as they embark on their first official Royal Tour as newlyweds,” Prime Minister Stephen Harper said in a statement.

“The couple’s decision to visit Canada first is a testament to our country’s close relationship with the Crown and Royal Family, and an opportunity for all Canadians to take pride in our traditions, history, and institutions,” he said.

The theme of the tour is “Moving Forward Together: From Past Accomplishments to Current Service to Future Achievements.”

The prime minister’s office confirmed that there will be plenty of opportunities for Canadians to get close to the couple.

This will mark Prince William’s third visit to Canada, and Catherine’s first.This is the third royal tour of Canada in less than two years.

In 2009, Prince Charles visited with the Duchess of Cornwall.

Last summer, the Queen and Prince Philip visited and drew massive crowds.An official website has been created at www.royaltour.gc.ca .

The full details of the tour will be available in mid-June.

The Governor of New South Wales Part Four

This is part four of the educational video produced in New South Wales during the governorship of Sir David Martin.
Republicans seem to think that the cermonial role is the only role a Governor or Governor-General plays. Neverthelesss the ceremonial function of a governor - like the formal opening of parliament it is one of the public expressions of a state - is important.
In this section Governor Martin emphasises the importance of an impartial figure at public ceremonies. The Governor is someone "who can be be given salutes and marks of respect without anyone wondering whose side he is on, who he's representing, how much money he's got, what religion he is, what party he belongs to. Impartial."

It is striking that the reasons for the constitutional role of the governor as someone above politics ("without anyone wondering whose side he is on...what parry he belongs to") are precisely those Governor Martin cites as the reason the Governor has a ceremonial role. The roles are inextricably linked. The only reason the ceremonial role has any validity is because of the governor's constitutional role. Otherwise there would be no meaning to it and you might as well have an actor in a military uniform.

King Constantine: 50th Anniversary of Winning an Olympic Games Gold Medal for Greece

In May 2011, Greece recalled the 1960 Rome Olympics when King Constantine II, then Crown Prince of Greece, won a Gold Medal for the Greek nation. The video clip below shows The King at the victory in 1960, and then recalling the occasion at a regatta organised by The Yacht Club of Greece in May at Falirus Bay.

s Crown Prince of Greece, King of the Hellenes served in all the three Greek armed services, attending all the appropriate military academies.

He also attended the NATO Air Force Special Weapons School in Germany, as well as the Athens University where he undertook courses at the law school.

As a young man, Crown Prince Constantine was a keen sportsman.

In 1960, at the age of 20, he competed in the 1960 Summer Olympics in Rome, winning a gold medal in sailing (Dragon Class). He was also a strong swimmer and has a black belt in karate, with interests in squash, track events and riding.

...50th Anniversary Regatta...

The Yacht Club of Greece organized a sailing weekend in celebration of the 50th anniversary of winning the first gold medal in Sailing (Dragon Class), at the Rome Olympic Games and to honour His Majesty King Constantine and his crew, Georgios Zaimis and Odysseas Eskitzoglou for their achievement.

On May 21st, King Constantine participated in a unique regatta of classic boats, which took place at Falirus Bay. Many people had the opportunity to see at sea, dozens of boats from the Club's facilities, ranging from 30 to 100 years old.

On May 22nd, King Constantine and his crew participated in a Dragon class Regatta in order to revive the Rome triumph.

On the same night the Yacht Club honoured their contribution in sailing by presenting them with commemorative awards.

Libyans comparing Gadaffi with the King he overthrew


In many ways, Libya’s is an odd revolution, writes Michael Cousins in Arab News, 6 June 2011. He says it is as much about bringing back an old Libya as making a new one. “The insurgents have reclaimed the old red, black and green flag with its star and crescent that served the kingdom from independence in 1951 to Muammar Qaddafi's coup in 1969.

“They have reclaimed its anthem with its words about sacrifice, liberation and never going back to live in chains — words written in fact to commemorate the fight against the Italians but resonating so perfectly with the present struggle against Qaddafi.”

Muammar Gaddafi extended his terror beyond Libya, by committing acts of terrorism in the air over Lockerbie, in London and by financing other terrorist groups, including the Irish Republican Army. The IRA was responsible for at least one terrorist attack on Australians, and Gerry Adams actually came to Australia to campaign for the Yes case in the 1999 referendum.

Mr. Cousins reports that in conversation after conversation with Libyans in Benghazi, all invariably spoke of the fall of Qaddafi and his regime and their hope it would happen soon.

“But the next most common subject was the monarchy and the hope that it would be restored. It is amazing how many Libyan raise the issue, young and old alike.He says there is an obvious affection for the old king.

“Articles about him appear in the new press. With no stain of political or financial corruption attached to him, he is now seen as a man of integrity and honor — the complete antithesis of Qaddafi. Twice he tried to abdicate to devote himself to study and prayer.

“Moreover, despite Qaddafi’s efforts to eradicate every last memory of the Senussi order — to the point of smashing the graves of Senussi members at Al-Jaghbub and scattering their bones in the desert — it is still greatly revered. Support for the house of Senussi is powerfully strong in eastern Libya, probably stronger than at any time since the early 1960s.”
“A restoration movement has been started in Benghazi."


“We’ve brought back the flag, the anthem,’ said one of the volunteers at the TNC’s press registration offices,’why not the monarchy?’

“The aim is not to have a politically active monarchy as elsewhere in the Arab world, but a strictly limited constitutional one, with the king as a living symbol of Libyan unity, but who would not be allowed to take part in political affairs.“That is also what the would-be king, Crown Prince Mohammed Al-Rida Al-Senussi, proposes. However, he also says that it is up to the Libyan people.”

No referendum before 2024 at the earliest, declares Premier who warns WA might not rejoin


The Western Australian Premier Colin Barnett - one of the nation's most formidable - believes Australia should not revisit the republican debate for at least 14 years, (Steve Pennells and Daniel Emerson,” Vote on republic years away: Barnett” The West Australian 15/6). He has previously warned that if a republic were established, Western Australia might not rejoin.


" The Premier, who met the Queen in London last week, said the country had had a referendum in 2000 and the republican push was defeated," the report stated.

"I think that's a question that Australia will reconsider but I think that should be at least 25 years from the last referendum," Mr Barnett said.

He said he briefed the Queen on preparations for the Commonwealth Heads of Government Meeting in October and discussed her itinerary.A big British delegation was expected in Perth, including Trade and Investment Minister Lord Green and Energy and Climate Change Minister Charles Hendry, Mr Barnett said."

Mr Barnett is not the first Western Australian premier to warn that his state may leave Australia if it were to become a republic. A republic would dissolve the Commonwealth, he says, and Western Australia might not rejoin.

Change for the sake of change

Removing the Australian Crown is one of the most significant changes we could make to our constitutional system. And the only justifiable reason to change the constiution is to improve it.

The Crown is our oldest institution. It was involved in every significant step in our development from the foundation to self government, to federation and to full independence.
The Crown remains a crucial part of the system.

Why then seek to justify its removal by relying on obscure legal arguments? A recent letter published in one of Australia's higher circulating newspapers, the Sun Herald, began by reprimanding another letter writer ( “Sorry x...” ). It argued that The Queen and not the Governor-General was head of state. The Governor-General, it claimed, was merely a delegate of The Queen, performing her job when she is not physically present.


A typical republican position - obscure, legalistic and irrelevant.
The determination of these questions requires the application of constitutional and international law.

The term head of state is diplomatic. Whether it is an appropriate description under the consttiution was surely settled by a full bench of founding fathers who in 1907, in a unanimous opinion, observed that the Governor-General is the“Constitutional Head of the Commonwealth.”

As to the second question,it is now established beyond doubt that the Governor- General's powers come - unusually - from the Constitution and not by delegation. So much so the imperial practice of issuing Royal Instructions was long ago abandoned.

But why the answer to either question is reason to change our constitutional system is certainly not obvious. Surely the only reason to change our constitutional system is to improve it.
Our great founders, Sir John Quick and Sir Robert Garren, explained the requirements for constitutional change as ensuring that there would be proper debate and discussion and that no change would be made until the people are agreed that the change is "desirable, irresistible, and inevitable.”

Why then should the answer to two legal questions of little interest or concern to the average Australian be reason to make fundamental changes to the constitution?

Australians are far too sensible to make change merely on the answer to these two questions, or indeed, in agreeing to some blank cheque plebiscite.

They know the only justifiable reason to change the constiution is to improve it.

To return to the letter in the newspaper, an answer was clearly needed. So the Sun Herald published the following reply on 26 February 2011:


Dear editor,

Sorry, James Prior (letters February 19). Under international law, there is no doubt at all that the Governor-General is head of state - a diplomatic term. Nor does The Queen delegate her job - the Governor-General's authority comes directly from the Constitution

The point iremains – surely we should only change our constitutional system to improve it. To change it for the sake of change – or because a small minority detest an ancient institution - is just not enough.

ABC buckles to monarchist pressure

ABC has buckled to monarchist pressureand will now screen Live coverage of The Queen’s Diamond Jubilee RiverPageant on Sunday night in the Eastern States on ABC1 with Live coverage across Australia on ABC News 24, according to a report by David Knox in TV Tonight , 28 May 2012.


This affair began when we learned last Friday that the crucial events of the Diamond Jubilee Central Weekend were not to be broadcast live on ABCTV. We were informed that news reports would be shown on ABC News 24, which many people cannot see. We were told it would not be a continuous live transmission.

We immediately prepared a detailed letter recalling the ABC’s obligations to the nation, and requesting this decision be reversed. This was sent by mail, fax and email to the Chairman, the Managing Director and the ABC Board.

We have heard nothing from the ABC. Accordingly we used the considerable internet resources of ACM to mount a challenge, relying on traditional media outlets beginning wiht the press and advancing into the electronic radio. The pressure on the ABC increased. We were preparing to go much further as we approached the Diamond Jubilee Central Weekend.


David Knox says most media articles had “neglected to acknowledge ABC was always going to have coverage via ABC News 24.” It was not, or at least, this is not what we were told before we were diverted, protesting, to a message bank. In fact we were told not to expect a Live transmission, but reports during the news. That was made very clear to us. There is a world of difference between these and in in any event many if not most Australians cannot receive ABC News 24.

The ABC has now decided that ABC1′s previously scheduled 1975 movie Shampoo is to be replaced by Live coverage of The Queen’s Diamond Jubilee River Pageant. The following is apparently from the ABC announcement. Surprisingly, it was not sent to us.

On Sunday night (June 3) we will have the River Pageant on ABC1 from 22.30pm to 3.00 am – live coverage in the Eastern States- live/delayed in other states.

On ABC News 24 it will run live from 22.30pm to 3am.On Monday night (June 4) on ABC1 we will have the Highlights package from 6-7pm as already announced. (The rights to the concert are not available)

On Tuesday night (June 5) we will have coverage of arrivals at St Paul’s Cathedral on ABC1 from 6-7pm – Live in Eastern states, delayed in other states.

On ABC1 from 22.30pm to 00.45am the coverage will include the carriage procession, gun salute, the palace balcony appearance etc. Live in Eastern States, delayed in other states.

On ABC News 24 the live coverage will run from 7pm including the Thanksgiving Service, through to 00.45am.

On Wednesday night (June 6) – ABC1 will have the highlights package from 6-7pm as already announced.

On Thursday night (June 7) – ABC1 will have a repeat of The Diamond Queen Ep 1 at 6:00pmOn Friday night (June 8 ) – ABC1 will have a repeat of The Diamond Queen Ep 2 at 6:00pm

On Saturday night (June 9) – ABC1 will have a repeat of The Diamond Queen Ep 3 at 5:30pm

This conclusion is not perfect. We do not understand why the broadcast of TheQueen’s Diamond JubileeRiverPageant should be delayed in such states as Western Australia, South Australia and the Northern Territory. That said, it is obviously better than no broadcast.

We would have preferred the Thanksgiving service to be shown on ABC 1. Of course, those who do not have access to ABC News 24 can watch this on the A-PAC channel either on Foxtel or on the Internet. While we once again compliment Sky Television for ensuring that all the relevant events will be broadcast on the A-Pac channel, it has to be remembered that not everyone has access to either the subscription service or to the internet.

When we became aware of the ABC's original decision we realised that we had to have the active support of our considerable support base. This consists of more than 20,000 members and our more than 35,000 Facebook fans or “likes”. By using the resources of the Internet, we were able to place text, images and videos on our site, Facebook and in an e-newsletter to subscribers. It is fortunate indeed that we have such a strong presence on the Internet, probably the strongest of any constitutional monarchist organization in the world.

We thank the significant number of members and fans who rose to the occasion, or were planning to do so.

In many ways these events recall the time when ACM organised the referendum campaign. Above all, it was a reminder of the need to maintain a strong and sophisticated organisational structure, supported by the latest technology, so that we are always ready to provide clear and effective opposition to any attempt to reduce the role and influence of the Crown in the constitutional system, or to remove our Flag.

Australians for Constitutional Monarchy

Coronation Baby

Australians will be delighted by the announcement that Her Royal Highness, The Duchess of Cambridge, is expecting a child.


The Royal Couple have endeared themselves to people throughout the Commonwealth and the world.

Whether a boy or girl, the baby will be third in the line of succession under announced changes to the Act of Settlement.

This will be an incentive to governments of the sixteen Realms to proceed with the necessary legislation.

This event crowns what has been an exciting Diamond Jubilee year, during which The Queen’s impeccable service over sixty majestic years has been celebrated in Australia and beyond.

The birth will occur around the 60th anniversary of Her Majesty’s Coronation.

Australians will wish Catherine, Prince William and the baby well.
