Jovo Kapicic - The Yugolsav Eichmann

Rightly or wrongly, I felt a sense of joy upon learning of the death in Belgrade of the reptile like Jovo Kapicic on December 9th. Unlike Adolf Eichmann who grasped his last breath at the end of a hangman's rope, Kapicic eluded justice and lived in relative comfort to the ripe old age of 94. Although his heinous crimes are well publicized, he died a free man and sickengly, was given a burial with military honors in Cetinje, Montenegro. Surprisingly, his casket was draped with the Montenegrin flag and not the Yugoslav flag with the red star. The comparison between Eichmann and Kapicic is far from exaggerated as both "men" were willing practitioners of evil; ruthless in their pursuit of ingratiating themselves to their respective totalitarian masters by ordering the torture and the mass murder of countless numbers of people. And while it is extremely rare for historians to draw parallels between Hitler's Germany and Tito's Yugoslavia, the similarities are glaringly obvious. Like Eichmann, Kapicic was a sycophant devoid of human decency and morality.

So how exactly did Kapicic manage to avoid justice? It wasn;t as if he assumed any aliases or disguises to cover up his crimes - quite the contrary. As deputy to the infamous Aleksandar Rankovic, the head of Tito's Gestapo-like UDBA secret police, Kapicic was proud of the fact that he was handed responsibility for Goli Otok, the concentration camp set up by the Yugoslav Communist government in 1949 on a small barren Adriatic island bearing the same name. While numbers vary, Tito's biographer Vladimir Dedijer estimated that 32,000 male prisoners were massacred on Goli Otok. Vlade Dapcevic, the brother of one of Tito's top generals Peko Dapcevic, who was himself incarcerated on Goli Otok concentraton camp said this of the sadist Kapicic:

"He was Rankovic's deputy and was given responsibility for Goli Otok and about seven or eight other camps. He was feared by the inmates and his subordinates alike as they knew he had the power to order their deaths. You could say that he was the main enforcer of Tito's and Rankovic's evil whims and wishes."

Reading the comments posted in the Serbian online press following Kapicic's death, I was shocked and disgusted to read when the grandson of an inmate wrote how on a visit to Goli Otok, Kapicic had the prisoners lined up and then in full view of everyone present, removed his trousers and defecated. He then singled out this man's grandfather to come over and ordered him to eat the feces! Enraged when he refused, Kapicic and one of the camp guards, a Croat by the name of Stipe, knocked the poor and defenseless man to the ground and broke his ribs by kicking and stamping on him mercilessly. While members of the Nazi hierarchy normally left depraved and brutal acts to the camp guards, we have an instance here of one of Tito's henchmen actually getting. And yet this viper in human form was alloed to walk the streets of Belgrade unhindered and unpunished. It defies all logic, but above all, it's an indictment of Serbia's shabby and corrupt judicial system. A man's age certainly does not diminish his crimes so question needs to be asked, why did Serbia tolerate this criminal for all these years unabated? Kapicic is on record to have said,
"we arrested people without just cause. At least a third of all we arrested were innocent. The state owes them an apology."
How can a now defunct state apologize?
HE owed them an apology and a lot more. The smack in the face he received a couple of years ago on a Belgrade street doesn't come anywhere close to the price he should have been made to pay. A vocal and rabid hater of Serbs and Serbia, this shameless low life was afforded a state pension and benefits since his retirement from public life in the early 1960's until his death. On what grounds must we ask? Kapicic plumbed new depths in a statement he made in 1999 when he said, "Serbia is the only country on the face of this planet that deserves to be bombed by the NATO alliance."

The son of a theologian and professor of theology, Jovo Kapicic inherited his hatred of the Serbs from his father. He was born in Gaeta, Italy where the army loyal to the King of Montenegro escaped following the Christmas uprising against the Serbian Karadjordjevic dynasty in 1919. A member of the Yugoslav Communist Youth League (SKOJ) since 1934, Kapicic rose to prominence as a political commissar during the second War War. Immediately after the war having attained the rank of general no less, he coordinated the operation that led to the capture of Draza Mihailovic. He openly boasted of his involvement in murdering captured Chetniks during the war, but again the Serbian judicial system failed to follow through and arrest this self-confessed murderer.

While most of the heavy weight slime like Kapicic is thankfully no longer among the living, there exist pockets of misguided people in Serbia today who venerate Tito and his murderous clique of acolytes. In doing so, they share much in common with those who venerate Hitler or Pavelic. Kapicic may have returned to the country of his ancestors but for as long as there is a God in heaven, he will surely never rest in peace.
