Russian PRAVDA on 11.15.2000 reports a sensational news of how, on October 17, Russian Air Force had twice buzzed the US task force headed by the Kitty Hawk aircraft carrier. Reconnaissance aircrafts Sukhoi 24MR flew unnoticed, at nearly zero Sukhoi 24MRaltitude, over the aircraft carrier and even managed to take photos of the ship. Only after a second pair of Su-24 planes buzzed the Kitty Hawk did the carrier scramble an F/A-18 fighter to intercept the intruders, the Interfax agency reported.

These details were made known to journalists today by Russia’s Air Force Commander-in-Chief Anatoli Kornukov. He said that it was a scheduled reconnaissance, and that routine tasks were being solved there while the American were taken by surprise.” Panic on the aircraft carrier’s deck can be seen very clearly on the photos", Interfax reports. “The quality of the pilots’ work has been highly assessed by the Chief-of-Staff, and they will be decorated,” the Commander-in-Chief added.

This makes one wonder. Or radar systems and their crew on US ships were not operational, or they could not detect incoming threat. It is possible that the Sukhois could have been flying very low, skimming the sea surface, but this must be easily detectable by apposite radar system.

And what about that device which is small enough and light enough (around 100 kg) ?

Russian Su -24 scores off against the American "USS Donald Cook"

Russian Sukhoi Su -24 with the newest jamming complex paralyzed in the Black Sea the most modern American combat management system "Aegis" installed on the destroyer "USS Donald Cook". Pavel Zolotarev, Deputy Director, Institute of USA and Canada, shares details about this version which is being actively discussed in the Russian media and by bloggers.

US destroyer "Donald Cook" with cruise missiles "Tomahawk" entered the neutral waters of the Black Sea on April 10. The purpose was a demonstration of force and intimidation in connection with the position of Russia in Ukraine and Crimea. The appearance of American warships in these waters is in contradiction of the Montreux Convention about the nature and duration of stay in the Black Sea by the military ships of countries not washed by this sea.

In response, Russia sent an unarmed bomber Su- 24 to fly around the U.S. destroyer. However, experts say that this plane was equipped with the latest Russian electronic warfare complex. According to this version, "Aegis" spotted from afar the approaching aircraft, and sounded alarm. Everything went normally, American radars calculated the speed of the approaching target. And suddenly all the screens went blank. "Aegis" was not working any more, and the rockets could not get target information. Meanwhile, Su-24 flew over the deck of the destroyer, did battle turn and simulated missile attack on the target. Then it turned and repeated the maneuver. And did so 12 times.

Apparently, all efforts to revive the "Aegis" and provide target information for the defence failed. Russia's reaction to military pressure from the United States was profoundly calm, feels the Russian political scientist Pavel Zolotarev:

The demonstration was original enough. A bomber without any weapons, but having onboard equipment for jamming enemy radar, worked against a destroyer equipped with "Aegis", the most modern system of air and missile defence. But this system of mobile location, in this case the ship, has a significant drawback. That is, the target tracking capabilities. They work well when there is a number of these ships which can coordinate with each other somehow. In this case there was just one destroyer. And, apparently, the algorithm of the radar in the "Aegis” system on the destroyer did not load under the influence of jamming by the Su-24. It was therefore not only a nervous reaction to the fact of flying around by the Russin bomber which was common practice during the Cold War. The reaction of the Americans was due to the fact that most modern system, especially its informative or radar part, did not work adequately. Therefore, there was such a nervous reaction to the whole episode.

After the incident, the foreign media reported that "Donald Cook" was rushed into a port in Romania. There all the 27 members of the crew filed a letter of resignation. It seems that all 27 people have written that they are not going to risk their lives. This is indirectly confirmed by the Pentagon statement according to which the action demoralized the crew of the American ship.

What are the possible consequences of the incident provoked by the U.S. in the Black Sea? Pavel Zolotarev forecasts:

I think that Americans are somehow going to reflect on improving the system “Aegis". This is a purely military aspect. In political terms, there is hardly any likelihood of demonstrative steps by either side. That is enough. Meanwhile, for Americans it is a very unpleasant moment. In general, the missile defence system which they deploy involves huge expenditures. They have to prove each time that it is necessary to allocate funds from the budget. At the same time, the ground component of the ABM was tested in ideal conditions and showed a low efficiency. This fact is concealed by the Pentagon. The most modern component, the sea-based system "Aegis" also showed its shortcomings in the present case.

The system with which the Russian Su-24 shocked the American destroyer "Donald Cook" has the code name "Khibiny". This is the name of the mountain range on the Kola Peninsula in the Arctic Circle. "Khibiny" is the newest complex for radioelectronic jamming of the enemy. They will be installed on all the advanced Russian planes .

Recently the complex has undergone regular testing exercises on the ground in Buryatia. Apparently, the tests which were conducted under conditions as close to real as possible, were successful.

CONSTANTA, Romania (NNS) -- The forward deployed guided-missile destroyer USS Donald Cook (DDG 75) welcomed aboard Romanian President Traian Basescu while the ship was in port in Constanta, April 14.

Basescu was met by members of the U.S. Embassy and Donald Cook's Commanding Officer Cmdr. Scott Jones. He was then given a tour of the ship, including the Navigation Bridge, Combat Information Center and Engineering Control.

"Operating in the Black Sea has been an incredible opportunity for us to further strengthen our ties and improve our interoperability with an important strategic partner, Romania, who just recently celebrated their 10th anniversary as a member of NATO," said Jones. "We feel that this is an important time to demonstrate our resolve and shared commitment with NATO; that we will maintain the right presence where it matters to promote peace and stability."

Donald Cook's visit to Romania is an example of the U.S. Navy's commitment to strengthen ties while working toward mutual goals in the Black Sea. This multi-mission destroyer is there to reassure our NATO allies that we share a commitment to promote peace and stability in the region.

"We have also been privileged to host several members of the Romanian navy during our time in the Black Sea," added Jones. "This professional exchange has been valuable for my crew, allowing us a chance to discuss future exercise opportunities, and helping to reinforce, on a personal level, the strong ties between our two navies and our two nations."

Donald Cook, the first of four Arleigh Burke-class destroyers to be forward-deployed to Rota, Spain, is serving on a scheduled patrol in the U.S. 6th Fleet area of operations as part of the President's European Phased Adaptive Approach (EPAA) to ballistic missile defense in Europe.

U.S. 6th Fleet, headquartered in Naples, Italy, conducts a full range of maritime security operations and theater security cooperation missions in concert with coalition, joint, interagency, and other parties in order to advance security and stability in Europe and Africa.

BUCHAREST, April 27. /ITAR-TASS/. Romania has moved military formations to the eastern border of the country, as a military train loaded with air defence systems, trucks and surface-to-air missile launch systems headed through Romania’s capital, Bucharest, to the Romanian Black Sea city of Constanta. Military hardware is needed for joint military exercises in which U.S. servicemen and four U.S. fighters F-16 participate, the Romanian Defence Ministry told reporters.
“War games will be held according to the plan of strategic partnership between our countries,” Romanian Defence Minister Mircea Dusa told reporters earlier.
Latvia, Lithuania, Poland, Romania and Estonia have earlier asked NATO and the United States to build up military presence in these countries over current crisis in Ukraine. After the start of this crisis AWACS surveillance aircraft have started to make daily flights from the NATO airbase Geilenkirchen in Germany over southern Romania, conducting radar reconnaissance in southern Ukraine, Moldova and Crimea. At the beginning of the year the North Atlantic Alliance has shifted military functions of Pentagon’s Transit Centre at Kyrgyz airport Manas to airbase Mihail Kogalniceanu near the port city of Constanta which will transfer cargoes and troops during an anti-terrorism operation in Afghanistan. Meanwhile, Romanian President Traian Basescu has satisfied Washington’s request to beef up the numerical strength of marines at this base from one thousand to 1.6 thousand. Romanian authorities also asked Washington to deploy in Romania a squadron of U.S. fighters until 2017, as Bucharest plans to buy 12 used fighters F-16 in Portugal for the country’s Air Force to replace outdated fighters MiG-21 Lancer by this deadline.
Plans for growing U.S. military presence in Romania are criticised by politicians and the public. For instance, adviser of the Romanian prime minister Ionel Blanculescu has voiced concerns that the U.S. had made “a perfect target” of the country in case of a military escalation in the region. “American anti-missile shield in Deveselu, militarisation of our country through American presence do nothing but making Romania as a perfect target inevitable for any plan of a military attack,” he said.
Meanwhile, some Romanian analysts believe that over current Ukrainian crisis Bucharest should prepare to introduce its troops in Ukraine’s Black Sea littoral Odessa region and Chernovtsy region in south-western Ukraine. “An intervention in northern Bukovina, southern Bessarabia and the Transnistria becomes inevitable and even necessary when the Ukrainian state will become incapable to preserve public order on these territories populated with Romanians,” analyst of popular Romanian newspaper Adevarul (truth) Dinu Zara wrote in his article.

IN MY OPINION, as an Ex Intelligence Analyst, in a worst case scenario, its possible that Tactical Nuclear Weapons might be used in a Theater Sized Conflict in the Balkans, resulting in such fear, that acceptance of a One World System(Entrance of The Anti-Christ) and false Peace Treaty would be accepted! I DO NOT PERCEIVE that such a conflict would spread to a Worldwide Level, because, although friends, Communist China, and The Russian Federated Republics are INWARDLY ENEMIES, and ARE IN COMPETITION FOR WORLD CONTROL, and as such, would not want to waste their entire Nuclear Arsenal on the United States, just in case they double crossed each other! I am personally, more worried about North Korea's intentions! If they should attack South Korea, our natural response would be, IN MY OPINION, to use Tactical Nuclear Weapons to defend South Korea, resulting in Communist Chinese EMP Warhead Strategic Launch, followed by a Few City Killers! Kim Jung Un IN MY OPINION, is a Psychiatric Basket Case, who has Control of Nuclear Weapons, and Commands The Third Largest Army In The World! These are Just My Opinions! I'm certaintly NO EXPERT!

Michael McFaul, who served as President Obama’s ambassador to Moscow until February, has warned that the Ukraine crisis is approaching a state of war that could trigger a large scale invasion by Russian military forces.

“The last 24 hours was a major escalation,” McFaul told TIME in a Friday interview, as Ukraine’s military began an operation to reclaim eastern cities and towns taken over by pro-Russia militants. The offensive has led to violence, including reports that Ukrainian helicopters were shot down by pro-Russian forces. Brewing violence in the southern port city of Odessa also claimed dozens of lives Friday.

“This is real,” McFaul said. “This is war.”

Amid reports that pro-Russian separatists in eastern Ukraine are urging Russia’s military to intervene on their behalf, McFaul says he’s now reconsidering the widely-shared assumption that Russian President Vladimir Putin would prefer to destabilize Ukraine from a distance, without staging a cross-border invasion that would compel the west to take new retaliatory steps, possibly including arming the Ukrainian military.

“It would be very costly for Russia to invade Ukraine,” McFaul said. “It’ll be real fight — maybe guerrilla warfare for years. That’s not something one does lightly. But it got a lot more likely in the last 12 hours.”

Russia’s parliament has authorized Putin to intervene in Ukraine, though Putin said last month “I very much hope that I will not have to exercise this right.”

But many experts fear the rising violence may provide Putin with an excuse, even if it brings a harsh western response. “It would be a very foolish move on Russia’s part,” says Olga Oliker, an international security and defense policy analyst at the Rand Corporation. “However that does not mean that it can be ruled out.”

The chaos deepened on Saturday as the Ukrainian military continued to press its offensive. The pro-Kremlin news outlet RT alleged on Saturday that residents in the eastern city of Kramatorsk chased off Ukrainian military forces with chants of “fascists.” In one bright spot, however, a team of international observers held for days by pro-Russian forces were released unharmed.
